<P>PROBLEM TO BE SOLVED: To perform all encryption processing, message authentication code generation processing and pseudo random number generation processing in one hardware configuration. Ž<P>SOLUTION: A processing mode control section 110 sets any one of encryption mode to perform common key encryption processing, a MAC (Message Authentication Code) generation mode to perform generation processing of a message authentication code and a random number generation mode to perform generation processing of a pseudo random number. Then, selectors 104-106 selectively switch input signals in accordance with the processing mode and the selected signals are subjected to XOR in an XOR section 107 and input to an encryption processing section 101. Thus, the encryption processing section 101 outputs encrypted data of plain text during the encryption mode, outputs the message authentication code during the MAC generation mode, and outputs the pseudo random number during the random number generation mode.
