PROBLEM TO BE SOLVED: To enable holding and transferring between all the telephone terminals wherein communications are made possible among different signal classification, even under an environment where telephone terminals are intermingled. SOLUTION: When a telephone terminal 4 communicable based on a plurality of signals of different signal classification transfers communications to a telephone terminal 5 communicable based on signal classification less than the signal classification wherein the telephone terminal 4 is communicable, a call control unit 20 transfers the signal of the signal classification communicable in common between the telephone terminal 4 and the telephone terminal 5 from the telephone terminal 4 to the telephone terminal 5. With respect to a signal of different signal classification between the telephone terminal 4 and the telephone terminal 5, there is provided a router 21 for output of the signal to a predetermined route.
