PROBLEM TO BE SOLVED: To provide a dip type surface treating apparatus capable of suppressing the occurrence of turbulent flow and making the treating liquid smoothly flow and discharging the liquid to the outside while eliminating the retaining of foreign matter and a dip type surface treating method. SOLUTION: The dip type surface treating apparatus in which the foreign matter stuck on the car body and taken into an electrodeposition tank 1 is sucked and discharged to the outside of the electrodeposition tank 1 has an upper stage first hopper 10 and a lower stage two second hoppers 20 which are formed on the whole surface of one end surface of the electrodeposition tank 1 in the longitudinal direction.
