<P>PROBLEM TO BE SOLVED: To execute load evaluation under a condition close to an actual operating environment in the load evaluation of a virtual machine. Ž<P>SOLUTION: When an application that is in a relationship such that it is executed by another virtual machine together with an application (11) for evaluation that is executed by a virtual machine (9) is executed by a physical server in advance, load data (4) indicating the load applied to the hardware resources of the physical server and configuration data (12) indicating the hardware configurations of the physical server and a virtual environment server (1) are stored in a data storage unit (3). A virtual machine overhead calculating unit (7) calculates virtual machine overhead on the basis of the load data (4) and the configuration data (12). When the load of the application (11) for evaluation is evaluated, a load reproducing unit (8) reproduces the load indicated in the load data (4), while reflecting the virtual machine overhead.
