PROBLEM TO BE SOLVED: To reduce a packet signal collision probability even when a communication quantity is increased. SOLUTION: A control information extractor 66 accepts information on a frame including at least a plurality of slots from an access controller for controlling communication between wireless devices. The control information extractor 66 generates a frame including at least a plurality of slots so as to synchronize with the frame associated with the accepted information. A slot determiner 68 selects at least one of the plurality of slots included in the generated frame. A setter 82 sets a start timing of data notification in the selected slot.
