PROBLEM TO BE SOLVED: To provide an image forming apparatus which can improve cleaning performance and also can suppress faulty image formation. SOLUTION: A printer includes an intermediate transfer belt 21 which endlessly and circularly travels, and has a transfer surface 21a to which a toner image is transferred, and a cleaning device 30 which electrically attracts and removes a toner remaining on the transfer surface 21a. The printer adopts a constitution having a pre-brush 100 which comes into slide-contact with the transfer surface 21a at an upstream side more than a position where the cleaning device 30 is provided and performs pre-processing for attracting the toner to the toner, and a toner scattering preventing sheet 110 which is provided at an upstream side more than a position where the pre-brush 100 is provided and prevents the scattering of the toner to the upstream side caused by the slide contact.
