PROBLEM TO BE SOLVED: To provide an electronic apparatus that can be reliably prevented from malfunctioning as the result of the program data failure of a phase change memory, a method of controlling a memory, and a program. SOLUTION: The electronic apparatus includes: a change memory; a storage means storing a predetermined operation program at the time of the first start; and a control means which at the first start determines whether or not the operation program stored in the storage means has been transferred to the phase change memory and which, if the operation program is determined not to have been transferred, transfers the operation program stored in the storage means to the phase change memory to store the program there.
