PROBLEM TO BE SOLVED: To secure safety by compulsorily inhibiting charge discharge according to a degree of deterioration of each of a plurality of battery cells. SOLUTION: When the cell balance of the plurality of battery cells 10 connected in series is upset, a control switch 22 is turned on as the uniforming treatment of the cell balance, and the battery cell 10 having high voltage is discharged. The discharge capacity of the battery cell 10 is measured and the total discharge capacity information indicating the total discharge value is updated. The total discharge capacity value is compared with a threshold value C1, and when the total discharge capacity value exceeds the threshold value C1, charge discharge control FETs 11a and 12a are turned off, and charge discharge of a secondary battery 2 is temporarily inhibited. A charge discharge inhibiting history indicating temporary charge discharge inhibiting frequency is updated. The charge discharge inhibiting frequency is compared with a threshold value N, and when the charge discharge inhibiting frequency exceeds the threshold value N, a fuse 13 is blown out by turning on a switch element 15, and charge discharge of the secondary battery 2 is inhibited permanently.
