PROBLEM TO BE SOLVED: To collect users utilizing a mobile communication terminal as customers. SOLUTION: A specific carrier who runs business in a radio wave area of a certain base station sets the radio wave area to a DB 10 as an area for sharing a communication charge, and also sets a charging rate and a charging destination to the DB 10. A charge-calculating apparatus 5 charges all or a part of the communication charge to a charging destination, namely a specific carrier, based on the charging rate that is set by the specific carrier for communication that is transmitted from a mobile communication terminal 2 within above radio wave area. As a result, a call or the like of a user is allowed free of charge or by paying a part of the charge, thus collecting many people carrying the mobile communication terminals as customers at the radio wave area, and hence the activation of the area can be expected, and also the activation of business that the specific carrier is engaged in that area can be expected.
