PROBLEM TO BE SOLVED: To extend the life of a plasma source in a solution by preventing the fracture of a sealing member due to heat.

SOLUTION: This apparatus 1 for forming nanoparticles in the solution by excited plasma includes: a container 30 in which the solution is stored; an electrode 42 for supplying a microwave to the solution; a hole 43-7 which is arranged in a side face 32 of the container 30 while being in the lower part of the water surface of the solution, and passes the electrode 42 therethrough; the sealing member 44 which is arranged between the electrode 42 and the hole 43-7; and an insulating member 45 which is arranged at the solution side of the sealing member 44.
