PROBLEM TO BE SOLVED: To sense an occurrence of a loose state of the ground, based on an observed AE (acoustic emission). SOLUTION: Measuring devices 110 each measuring the AE are embedded at three or more points in the ground, and a position of a source of the AE is specified, from a time difference obtained from AE observations by using respective measuring devices 110, and the AE at the source is computed from the AE observed by the measuring devices 110 and the specified position of the source; and then a determination is made such that the loose state occurs, when the amplitude of the AE at the computed source exceeds a threshold which has been set beforehand.
