PROBLEM TO BE SOLVED: To detect rotation of a belt, without causing increase in the manufacturing cost of the belt, in a belt heating system fixing device and an image forming apparatus. SOLUTION: A controller 101 heats a part of the belt 701 for a prescribed length of time through induction heating of IH coils 703a and 703b, while the rotating operation of the belt 701 is stopped. Thereafter, the controller 101 starts the rotating operation of the belt 701 and detects the rotating operation of the belt 701, on the basis of the detection result of a temperature sensor 705.
