PROBLEM TO BE SOLVED: To ensure communication quality while minimizing a range of interfering with another communication terminal by selecting a base station while taking into account a communication status, in particular, the surrounding environment. SOLUTION: A communication terminal receives data from a base station being connected, receives notification information of a plurality of base stations when reception quality in the data reception is lower than or equal to a reference value, and acquires a first reception level in the reception of the notification information. The communication terminal then acquires a value concerning a distance to each base station, acquires a second reception level on the basis of the value concerning the distance at each base station and transmission level information of the notification information contained in the notification information, and calculates a first defference between the first reception level and the second reception level at each base station. The communication terminal calculates a second defference on the basis of the transmission level information and the first reception level at each base station and selects the base station to be connected on the basis of the first defference and the second defference.
