<P>PROBLEM TO BE SOLVED: To provide a practical magnetic recording medium manufacturing method that significantly reduces the reversed magnetic field intensity while maintaining its thermal stability, a magnetic recording medium manufactured by the method, and an information storage device including magnetic recording medium. Ž<P>SOLUTION: The magnetic recording medium manufacturing method includes: a step of forming and arranging a number of recesses 231 each having nano-holes 233 at some areas on their bottoms on a disk substrate 220 made of a non-magnetic material (S102), a first step of filling the nano-holes 233 at the bottoms of recesses 231 formed in the step of forming recesses with a hard magnetic material (S103), and a second step of supplying a soft magnetic material having a coercive force smaller than that of the hard magnetic material on the hard magnetic material in the recess 231 filled in the first step (S103) until covering at least the bottoms of the recesses 231 (S104).
