<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus wherein a liquid developer can be supplied to an image forming part stably without deteriorating the liquid developer in a developer circulation part even when the image forming part is stopped caused by the abnormality of the apparatus. Ž<P>SOLUTION: The image forming apparatus 1 includes: the image forming part 2 that supplies the liquid developer containing toner and carrier liquid in a mixed state to a photoreceptor 10 and develops an electrostatic latent image; and the developer circulation part LY that collects the residual liquid developer from the image forming part 2 after a developing process, and supplies the liquid developer whose toner concentration has been adjusted, to the image forming part 2. When the abnormality is detected and the image forming part 2 is stopped, the collection and supply of the liquid developer between the image forming part 2 and the developer circulation part LY are stopped, and the liquid developer is circulated in the developer circulation part LY.
