PROBLEM TO BE SOLVED: To measure both a voltage and a current even when using a common capacitor in a flying capacitor type. SOLUTION: In a flying capacitor type measurement circuit for connecting a shunt resistor R1 in series to secondary batteries B1, B2, optionally switching respective terminal voltage VR1; VB1, VB2 with a switching circuit 21 to be given to a capacitor C1, and achieving insulation by taking the voltage in an A/D conversion port 28 of a control circuit 24 through a switch circuit 22, a variable gain amplifier 23 is provided between the switch circuit 22 and the A/D conversion port 28, and the weak voltage VR1 due to the shunt resistor R1 is matched with the levels of the secondary battery voltages VB1, VB2. Thus, even when current measurement and voltage measurement are performed in the same constitution, the dynamic range of the A/D conversion port 28 is effectively used during respective measurements to obtain high measurement precision.
