Provided is a reconfigurable circuit generation device which can generate a small-area reconfigurable circuit in a short time.  The reconfigurable circuit generation device includes: a net list generation unit which generates as a shared net list, a net list which can be shared by a plurality of net lists having a common portion; and a resource reduction unit which reduces resources of the reconfigurable circuit on which the net lists are to be mounted, within a range capable of mounting the shared net list.
