<p><P>PROBLEM TO BE SOLVED: To reduce cost related to an expensive SRAM in an IC card settlement terminal with a tamper-resistant function for performing prescribed processing in a degraded operation state after detecting tampering. <P>SOLUTION: An SRAM 12b having the tamper-resistant function is only set as the SRAM, stores confidential information such as key information, and stores information necessary for the prescribed processing at the degraded operation (a program set value, and the like). The data stored in the SRAM 12b (except confidential information) is also stored in an SDRAM 12a.
