The method involves applying a primer to a support structure, particularly applying a concrete primer (3) to a concrete structure (2). A plastic film (4) is applied on the primed support structure and then a plastic primer is applied on the plastic film. A fibrous material layer (6) is applied, on which solid thermoplastic (7'') is adhesively applied on a side at room temperature. The plastic film is polyurethane film, particularly a squirted two-component polyurethane film. An independent claim is included for the following: (1) a roll for a fiber material layer; (2) a method for producing a fiber material layer; and (3) a roadway structure with an undercoating.
