<p><P>PROBLEM TO BE SOLVED: To obtain a waste treatment agent for the process to solidify the waste with cement, capable of preventing the elution of harmful matters in the waste from the solidified product, and also improving the strengths of the solidified product, to provide a method for solidifying the waste using the agent, and the solidified product, and to provide a water-permeable block and a formwork therefor. <P>SOLUTION: The waste treatment agent contains a hydraulic setting material, clay mineral, a dispersing agent, an emulsifying agent, and water. The agent may contain one or more additives selected from the group consisting of a harmful matter treatment agent, high-early-strength agent, antifreezing agent, dust inhibitor, degradation preventive agent, ultraviolet absorbing agent, viscosity adjusting agent, pH stabilizer, glass ceramics, and a fibrous reinforcing agent.
