A semiconductor integrated circuit (110) has a register map 1 to a register map N (121, 131, 141) wherein the allocations of address bits are modified in correspondence with a mode 1 to a mode N (120, 130, 140). Each register map can be selected by means of the corresponding mode, and switching the mode makes one of the register maps available for use. Accordingly, even when there is an addition or a revision of a function with respect to an existing semiconductor integrated circuit, software created with said existing semiconductor integrated circuit can be used, and the performance of the CPU can be improved.
