<P>PROBLEM TO BE SOLVED: To provide an order management system for managing the order of beverage from a plurality of passenger accommodation devices periodically circulating on a prescribed orbit, that is, an order management system for performing processing related with the order of beverage in the passenger accommodation devices, and to provide a control device for the order management system and a program. <P>SOLUTION: This order management system 100 includes a terminal 21 for order installed in each gondola 20 of a Ferris wheel 10. The terminal 21 for order is made to function as an ordering device 22 and an order confirmation display 23. The control device 41 receives an order from the ordering device 22, and calculates a provision time when the beverage is provided, and transmits it to the order confirmation display 23.
