PROBLEM TO BE SOLVED: To suppress a scattered light entering from an optical waveguide into a detection material, improve a S/N ratio, and extend a lifetime of the detection material. SOLUTION: An optical waveguide sensor includes: a reaction film (the detection material) 5 provided on an upper surface of an optical waveguide layer 3 as a core layer of the optical waveguide, and reacting to a to-be-detected material; and a buffer layer 4 interposed between the optical waveguide layer 3 and the reaction film 5, and having a refractive index smaller than that of the optical waveguide layer 3.
