PROBLEM TO BE SOLVED: To easily and appropriately detect toner concentration in a developer and to appropriately supply toner to a developing apparatus in an image forming apparatus leading the developer containing toner and a carrier in the developing apparatus, to an image carrier by a developer carrier to develop an electrostatic latent image in the image carrier. SOLUTION: The image forming apparatus leads the developer (d) containing the toner and carrier in the developing apparatus 20, to the image carrier 10 by the developer carrier 21, and applies developing bias voltage between the developer carrier and the image carrier to develop the electrostatic latent image in the image carrier. The developing bias voltage applied between the developer carrier and the image carrier is changed to detect leak occurrence voltage between the developer carrier and the image carrier, and the amount of toner supplied to the developing apparatus is controlled based on the toner concentration in the developer detected by a toner concentration detecting means 33 from the leak occurrence voltage.
