PROBLEM TO BE SOLVED: To provide a cutting and opening apparatus capable of accurately and precisely cutting only a sheet-like packaging material without shifting a center of rotation. SOLUTION: The cutting and opening apparatus which takes out blanks from a square-like packaged article 3 which packaged the blanks 1 with the sheet-like packaging material 2 by cutting the packaging material includes: a driving means 7 equipped with a servo mechanism driving a conveying means 4; a position detecting means 9 which detects the upper end position of the packaged article conveyed and transmits a position signal on the position; a controlling means 11 which determines an appropriate position of the packaged article from the detected position signal, calculates the amount of movement of the packaged article, and transmits a controlling signal for the amount of movement to the driving means; a first cutting means 12 which cuts the sheet-like packaging material on the upper part of the packaged article formed with a clearance to form a first cutting line; a second cutting line for forming a second cutting line continuous to the first cutting line; and an opening and taking-out means for taking out the whole blanks.
