A method and a system for implementing hard handover between access networks are provided, and the method includes: an access network at the target side obtaining the loop roundtrip time delay of the pilot frequency of the access network at the target side, and establishing the center of the searching window in accordance with the obtained loop roundtrip time delay of the pilot frequency of the access network at the target side, so as to perform the hard handover between an access network at the source side and the access network at the target side. With the invention, the hard handover between access networks could be realized successfully.
