PURPOSE: A structure filling apparatus and method for reinforcement under concrete surface are provided to prevent the swelling of a form due to filling pressure and enable precise reinforcement. CONSTITUTION: A structure filling apparatus for reinforcement under concrete surface is as follows. The top of an anchoring member(120) is hanging on a tension member(110) located in a groove(h) of a concrete structure(C) and the bottom is fixed passing through a form(140). Water stops(150a,150b) are attached to the form. The anchoring members are arranged along the tension member to press the form to the groove of the concrete structure.
