PURPOSE: In case an called side terminal user is a video ring back tone user in a voice communication request, a method for offering a ring back tone is provided to offer a video ring back tone to the calling side terminal user. CONSTITUTION: An MSC(Mobile Switching Center)(120) creates a request of called terminal user information. A HLR(Home Location Register)(130) transmits the called terminal user information to the MSC. In case a called terminal user through the called terminal user information is decided as a user of a video ring back tone service, the MSC transmits a request to modify from a video call to a voice call to a calling RNC(Radio Network Controller)(106) between a calling terminal(102) and the calling RNC.
