<P>PROBLEM TO BE SOLVED: To solve the problems wherein, when a conductivity of a cooling liquid for recovering heat from a fuel cell increases, insulation resistance of the fuel cell is degraded, and a separator is corroded by a corrosion current. <P>SOLUTION: A conductive separator plate includes a cooling liquid passage for passing the cooling liquid for recovering heat generated when a unit cell generates power.
