<p><P>PROBLEM TO BE SOLVED: To provide a freshwater production apparatus which produces a fresh water with cheap installation cost and good efficiency. <P>SOLUTION: A first solution wa is arranged in a first region 11, and water wb to be treated is arranged in a second region 12. Preferably, the first region 11 and the second region 12 are partitioned by a displaceable movable partition 13. The first region 11 and a first outer region 21 are partitioned by a first membrane 23. An outer solution wc, having a lower osmotic pressure than the first solution wa, is arranged in the first outer region 21. The difference of the osmotic pressure of the first solution wa and that of the outer solution wc is larger than the osmotic pressure of the water wb to be treated. The first membrane 23 allows only a solvent of components of the outer solution wc to permeate. The second region 12 and a fresh-water extraction region 32 are partitioned by a second membrane 33. The second membrane 33 allows only a water component of the water wb to be treated to permeate.
