<p><P>PROBLEM TO BE SOLVED: To provide a data transmission system, a transmission controller and a transmitter, which can enhance communication security. <P>SOLUTION: A client terminal 300 is connected with the Internet 210 through the transmission controller 400. The transmission controller 400 has two contacts of a packet repeater 230a and a packet repeater 230b to the Internet 210. The client terminal 300 sets two or more transmission destination ports numbers to the plurality of packets of transmission data.
