<p><P>PROBLEM TO BE SOLVED: To provide a fuel cell electrolyte membrane in which the electrolyte membrane with proton conductivity is protection reinforced and both faces of the electrolyte membrane is in parallel, and a catalyst performance by catalyst ink coated on the electrolyte membrane can be demonstrated to the maximum degree. <P>SOLUTION: A frame-shape protection film 2 is jointed on a substrate made of a carrier film 1 and a film assembly with a recessed part is manufactured. An electrolytic solution 4 is coated on the film assembly and the film assembly face and the recessed part are covered and filled with the electrolytic solution 4.
