PROBLEM TO BE SOLVED: To improve accuracy of determination by preventing consecutive determination of a plurality of kinds of means of movement even when a measuring error exists in a speed of movement or when the speed of movement is not constant. SOLUTION: A walking section and a non-walking section of a user are extracted respectively based on walking state information and the time of measurement thereof which are stored in a walking state information storage area 142. As to the non-walking section out of these sections, the speed of movement is computed based on position information and the time of measurement thereof which are stored in a position information storage area 141, and the means of movement is determined based on the calculated speed of movement. Moreover, it is determined from the result of determination of the means of movement whether the kind of the means of movement in the non-walking section is one or plural, and when the kind is determined as one, the means of movement concerned is decided as the means of movement in the non-walking section. When the kind of the means of movement is determined as plural, the frequency of appearance is determined as to each of the kinds, and the means of movement the frequency of appearance of which is highest, is decided as the means of movement in the non-walking section.
