摘要 PROBLEM TO BE SOLVED: To perform band allocation in which fairness is ensured in accordance with QoS (Quality of Service) of each subscriber-side apparatus, in a multi-rate PON (Passive Optical Network) system in which an uplink transmission rate becomes different depending on the subscriber-side apparatus. SOLUTION: A dynamic band allocation method is performed by the station-side apparatus 1 onto the plurality of subscriber-side apparatuses 2-4 of different uplink transmission rates on the basis of a request R including a first request value R1 describing the amount of bottom granted band data and a second request value R2 describing the amount of data equal thereto or more. The dynamic band allocation method includes the steps of: calculating, for each of the subscriber-side apparatuses 2-4, a priority reflected with a bottom granted band ratio with the uplink transmission rate taken into account; and performing band allocation using the second request value R2, in place of the first request value R1, in order from the highest priority of the subscriber-side apparatuses 2-4 when a surplus band is generated by band allocation using the first request value R1.
