PROBLEM TO BE SOLVED: To surely detect flowing-out of slag mixed with molten steel at the end-stage of discharging of the molten steel, even in the case that measured apparent radiant energies of the molten steel and the slag are changed by outer disturbance, when the molten steel is discharged through a molten steel tapping hole into a ladle from a converter. SOLUTION: When the flowing-out of the slag mixed with the molten steel from the molten steel tapping hole, is detected by distinguishing the molten steel and the slag based on the energy difference between the radiant energy of the molten steel in the molten steel tapping flow and the radiant energy of the slag 2 in the molten steel tapping flow measured with an infrared camera 6 by photographing the molten steel tapping flow 1A from the molten steel tapping hole 12 in the converter 3 with the infrared camera 6, the average value obtained by a moving average method of the energy-measured values of the whole molten steel tapping flow at the prescribed plurality of times or more measured with the infrared camera until this time point, is decided as the radiant energy value of the whole molten steel tapping flow at this time point, and when the radiant energy of the whole molten steel tapping flow obtained by the moving average method is changed into the prescribed value or higher, the flowing-out of the slag is determined.
