<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus for suppressing an image defect in a stripe state accompanied by unevenness of toner electrified amount without making structure on an intermediate transfer belt side complicated and without causing scattering of a toner image. Ž<P>SOLUTION: The cleaner container C of a process cartridge in which a cleaning device 7K including a cleaning blade 7b and a conveyance screw 7s is incorporated is set such that its base is opposed to the intermediate transfer belt 5 in parallel. A dielectric constant εc of resin material forming the cleaner container C is set to 2 to 10, surface resistivity ρs(Ω/sq.) of the intermediate transfer belt 5 is set to 1.0×10<SP>9</SP>to 5.0×10<SP>13</SP>, and surface roughness Rz(μm) of the base is set to 1.5 or less. Relation among process speed, the surface resistivity of the intermediate transfer belt, primary transfer voltage and a distance from a primary transfer part T1 to the cleaner container C is regulated by a numerical expression (In(Vtr)-L1/(v×logρs)).
