PURPOSE: A multi roaming system and a method thereof are provided to issue a roaming communication module to a UICC(Universal Integrated Circuit Card) through SIM information, thereby providing a roaming service in overseas without replacing a SIM card or a terminal. CONSTITUTION: A basic communication module(410) performs roaming according to SIM(Subscriber Identity Module) information. At least one roaming communication module(420) performs roaming according to available SIM information in a specific oversea coverage. In case of outbound roaming, the basic communication module performs roaming through USIM(Universal Subscriber Identity Module) information available in the domestic area. The roaming communication module performs roaming through one SIM information for communication among USIM, SIM, UIM(User Identity Module), and R-UIM(Removable User Identity Module) available in the specific oversea coverage.
