<p>Disclosed are a communication device, relay device, communication system, and communication method that effectively adjust transmission timing under conflict conditions on communication lines, effectively reduce communications conflict, while ameliorating the processing load on each device, and improve communication efficiency by effectively adjusting transmission timing on each device. When a relay device (3), to which communication lines (2a, 2b) are connected, to which ECUs (1, 1, ...) are connected in a bus configuration to, measures the time distribution of the number of messages sent on the communication lines (2a, 2b) and finds a deviation in the transmission timing, the relay device sends an instruction message indicating processing to adjust the transmission timing between the ECUs (1, 1, ...).
