<P>PROBLEM TO BE SOLVED: To provide a magnetic recording medium which improves the characteristics of the base of a recording layer to more precisely control the crystal orientation and crystal particle size of the recording layer and which consequently contributes to the improvement of recording characteristics and the realization of high density, and to provide a magnetic recording device. Ž<P>SOLUTION: First and second crystal control layers and an intermediate layer are formed between a substrate 1 and a Co alloy magnetic recording layer 9. The first crystal control layer 4 is formed with an L12 type alloy. The second crystal control layer 5 is formed with an hcp (hexagonal close-packed) alloy or fcc (face-centered cubic) alloy. The intermediate layer 6 is formed with a Ru alloy. The second crystal control layer 5 also functions to absorb the concave and convex of the upper surface of the first crystal control layer 4 formed under the layer 5, and consequently the orientation becomes uniform in a direction due to an effect of the second crystal control layer 5, and the intermediate layer 6 having good crystallinity grows on the second crystal control layer 5.
