<P>PROBLEM TO BE SOLVED: To provide a device and a method for feeding a fixed quantity of a powder and granular material for being quickly and accurately weighed from a first batch of weighing start. Ž<P>SOLUTION: The powder and granular material fed from a screw feeder 13 is stored in a weighing hopper 21 having a load cell 22. A controller unit 36 connected to the load cell 22 and the screw feeder 13 sequentially executes a preliminary weighing mode and a main weighing mode. In the preliminary weighing mode, the device obtains increase quantities of weighed values W from feed stop as a first fall value wa and a second fall value wb in a time when the device stops from large feed operation of a large feed speed of the powder and granular material with the screw feeder 13 and another time when the device stops from a small feed operation of a small feed speed, respectively. In the main weighing mode, the weighing value W executes the large feed operation down to a first stop value wd relating to the first fall value wa, and next, the weighing value W executes the small feed operation down to a second stop value we relating to the second fall value wb.
