PROBLEM TO BE SOLVED: To provide a water-based coating material for forming a coating film excellent in blocking resistance, water resistance and weatherability. SOLUTION: The water-based coating material consisting essentially of emulsion particles obtained by subjecting an ethylenically unsaturated monomer (a) to emulsion polymerization to form a polymer, then adding an ethylenically unsaturated monomer (b) and carrying out emulsion polymerization to form a polymer. The ethylenically unsaturated monomer (a) contains an ethylenically unsaturated monomer (a1) having at least two allyl groups, and contains an ethylenically unsaturated monomer (a2) having a solubility parameter (SP value) of 20 to 25 (J/cm<SP>3</SP>)<SP>1/2</SP>by not less than 75 mass%.
