<p><P>PROBLEM TO BE SOLVED: To correctly measure an operating time of an engine, and simply and inexpensively configure a display means by using a light emitting diode. <P>SOLUTION: A pulse is induced by a power generating coil 11, and perceived by a pulse perception means 18. The operating time of the engine is measured by an engine operating time measuring means 19 based on a pulse perception output from the pulse perception means 18.
