PROBLEM TO BE SOLVED: To provide a paper feeding device stably performing separating operation coping with an environmental variation and a variation with passage of time even with various kinds of sheet materials, and also to provide an image forming device. SOLUTION: A separation part 7 has: a friction separation part 13 for separating an uppermost sheet 6a from a sheet bundle 6 stacked on a paper feed tray 16 by frictional force; an electrostatic attraction separation part 14 for separating the uppermost sheet 6a of the sheet bundle 6 stacked in the paper feed tray 16 by adsorption force by a non-uniform electric field; and a pair of conveyance rollers 8 disposed downstream of the friction separation part 13 and the electrostatic attraction separation part 14 in the sheet conveyance direction for conveying the sheet 6a separated at least by one of the friction separation part 13 and the electrostatic attraction separation part 14. The friction separation part 13 and the electrostatic attraction separation part 14 are disposed so that their projection faces in the direction orthogonal to the sheet conveying direction overlap each other.
