PROBLEM TO BE SOLVED: To provide a surface treated stainless steel sheet providing a coating steel sheet excellent in coating film adhesiveness under high temperature hot water and to provide a chemical treatment liquid for the surface treated stainless steel sheet. SOLUTION: The surface of a stainless steel sheet is treated with the aqueous chemical treatment liquid which contains zirconium oxynitrate (A) of 1 to 15 g/L in metallic Zr concentration and contains a phenol resin (B) of 0.3 to 20 g/L or a silane coupling agent (C) of 0.5 to 50 g/L.
