<p>The device has an actuating unit (12) moving a collecting plate from non-operational raised position to lowered collecting position. A fixation unit (11) permits the fixation of the plate at front of a vehicle. The actuating unit allows pivoting the plate between the raised position in which the plate is oriented perpendicular to the surface of the pavement, and a lowered position in which the plate is parallel to the surface of the pavement. A detector (13) measures the distance between the plate and the pavement. A net bag (17) is set on plate bottom (10a) and in front of a base wall (10c).</p>
