<P>PROBLEM TO BE SOLVED: To reinforce mechanical strength of a polymer electrolyte membrane while restraining degradation of performance of its proton conduction and accompanying water movement. <P>SOLUTION: The polymer electrolyte membrane is provided with a reinforcing layer with a first polymer electrolyte impregnated in pores of a porous membrane, and an electrolyte layer arrayed at either side of the reinforcing layer and made of a second polymer electrolyte.
