<P>PROBLEM TO BE SOLVED: To appropriately hand over information related to a security process from communication before handover to communication after the handover. Ž<P>SOLUTION: In a procedure for a mobile station UE to carry out handover from a cell under a UTRA-system radio base station NB to a cell under an E-UTRA-system radio base station eNB, an E-UTRA-system exchange MME includes a process of receiving, from the E-UTRA-system radio base station eNB, a handover request response message including a transparent container including algorithm for a security process of AS used in communication between the E-UTRA-system radio base station eNB and the mobile station UE, and transmitting, to an UTRA-system exchange SGSN, NAS PDU including the transparent container, algorithm for a security process of NAS and a parameter for a security process of NAS.
