PROBLEM TO BE SOLVED: To accurately derive the value of a discharge current without using a differential operation. SOLUTION: A charging member is abutted with an image carrier and charges the image carrier. A voltage application means applies an AC voltage to the charging member. A current detecting means applies an AC voltage to the charging member, thereby detecting the value of an AC current flowing in the charging member. An integrating means integrates the values of AC currents, which are detected by the current detecting means, for a predetermined integration period. A voltage command value control means creates a voltage command value so that the integrating value obtained by the integrating means approaches a target value, and outputs the voltage command value to the voltage application means.
