PROBLEM TO BE SOLVED: To provide an apparatus and method for generating traffic information, for each lane without being affected by a road environment at a low cost. SOLUTION: A traffic information generation part 450 includes: a classification part 453 for classifying vehicle information which is acquired from a plurality of vehicles traveling along a road with a plurality of lanes and includes at least position information and speed information into a plurality of classes corresponding to speed levels on the basis of the speed information; a lane determination part 454 for determining correspondence relation between a lane and the vehicle information classified into the class on the basis of the position information and the positions of the plurality of lanes for each class; and a lane traffic information generation part 455 for generating the traffic information on the basis of the correspondence relation between the lane and the vehicle information.
