<P>PROBLEM TO BE SOLVED: To provide a carrier for a developer for an electrostatic charge image, with the carrier restrained from scattering and free magnetic powder from being generated. Ž<P>SOLUTION: The carrier for a developer for an electrostatic charge image has carrier base particles which include carrier core particles which contain magnetic particles and resin; and shell layers which are formed for coating the carrier core particles and contain the magnetic particles and a resin. In this case, the occupancy area ratios of the magnetic particles are 45-70% for the cross sections of the carrier core particles, for TEM (Transmission Electron Microscope) observation, and the occupancy area ratios of the magnetic particles in the cross sections of the shell layers are 10-40% for the TEM observation.
